What does Mars rule for a Libra ascendant?
Mars rules the 7th and 2nd houses for you, because Mars owns Aries and Scorpio and those signs fall in those positions counted from Libra.
Mars rules your 2nd and 7th houses, putting it directly over marriage and over family speech — the two significations the dosha attaches to most closely. Libra also cannot reach the sign-house exception.
Is Mars Yogakaraka for a Libra ascendant?
No. Mars is Yogakaraka only for Cancer and Leo ascendants, where it rules both an angle and a trine. For Libra it rules the 7th and 2nd houses, which does not meet that condition.
This matters practically: rule 7 is worth 30 points, the second-strongest of the ten, and it is simply unavailable to you. Cancellation has to come from elsewhere.

Which trigger placement is least severe for you?
Scorpio in the 2nd house, Capricorn in the 4th house, Aries in the 7th house — because Mars carries a dignity there that triggers a cancellation rule in its own right. A dosha registered from one of those placements arrives with 25 points of cancellation already attached, before Jupiter, the Navamsa or anything else is considered.

Which cancellation rules are available to you?
Cancellation availability is not the same for every ascendant, and this is where most calculators tell you nothing useful. Here is what is structurally on and off the table for you.

- Rule 2 — Mars exalted (25). Reachable, because Capricorn falls in a trigger house.

- Rule 5 — Jupiter conjunct Mars (15). Available to every chart.
- Rule 6 — Moon conjunct Mars (10). Available, but read why it usually backfires before treating it as good news.
- Rule 10 — Navamsa dignity (10). Available to every chart, and degree-dependent.

- Rule 7 — Yogakaraka Mars (30). Not available. Cancer and Leo ascendants only.
- Rule 8 — the sign-house exceptions (35). Not available at all. No sign-and-house pairing that produces a Libra ascendant appears in the classical exception list.
- Rule 9 — Mercury sign in the 2nd (15). Not available; your 2nd house is Scorpio, not a Mercury sign.
- Rule 3 — debilitated (15). Not reachable from the Lagna, since Cancer occupies a trigger house for you.
Can rule 8 apply to a Libra ascendant?
No. Rule 8 is structurally unavailable to a Libra ascendant, and no chart can change that.
The five named exceptions are Aries in the 1st, Scorpio in the 4th, Capricorn in the 7th, Cancer in the 8th and Sagittarius in the 12th. Each of those sign-and-house pairs occurs from exactly one ascendant — Aries, Leo, Cancer, Sagittarius and Capricorn respectively. Libra is not among them.
This is worth knowing rather than discovering by accident. The strongest cancellation rule in the method, worth 35 points, is simply not on your table, and any calculator that reports it for you has made an error.
